"The game of World Bank is to keep all important information secret and disclosing only the published documents. They have chosen an interesting term for it - for chosen case by case what they give material deemed by the board to confidential and sensitive will be redacted prior to disclosure and the board members have the opportunity to identify any material to be deducted before the minutes or anything else.

 
Very interesting term is redacted - what you don't want to give, what don't want to say you don't give it. You put it into all these means of having complete exemptions of what you don't want to give. So what all these go into what they call constrains. The whole chapter of constrains are actually exemptions. You have a positive list. In CAS what you don't like put it another document and redact it. Actually the bank is giving nothing. "
